WebThe radiators have been off for the summer but we’ve put them back on to urgently dry washing... what we’ve noticed is all the upstairs radiators are working but downstairs are not. You can quickly work out which rad heats first by letting them all get cold and when they start heating up find out which pipe gets hot first, use the pipe temp to test rad for heat it is quicker than waiting for the rad panel to heat up.

If they do, then it's a balancing issue. If they don't, then it could be a blockage or more likely an air lock.
